On the face of it, this looks (to me) like a very good idea but I do wonder how courts will be able to determine that an individual has "purposely" infected another. Intent in this most intimate of situations can be very difficult to prove and my fear is that many people will be railroaded to unsafe convictions.

There's also the other danger, i.e. that people might become harder to persuade to take an HIV test in the (maybe misguided) belief that they will not be able to be persecuted for this crime if they themselves never knew they had the infection to begin with.

To me, the whole prosecution of HIV issue is fraught with difficulties and I would much prefer an emphasis on education. After all, it takes two to tango and we should all be responsible for our own sexual health. That said, people do go out there and set out to intentionally infect others for whatever warped reason. I say if such a case can be proved beyond a reasonable doubt, the offender should not only register as a sex offender but should serve a considerable term in prison.

That's my opinion, anyway. Peace & love.
